The Uttar Pradesh Real Estate Regulatory Authority (UP RERA) on May 29, 2026, issued the 11th amendment to the Uttar Pradesh Real Estate Regulatory Authority (General) Regulations, 2019.
The following has been amended:
• The amendment revises the Chartered Accountant Certificate (Form REG-3) used for project registration and compliance filings. It also updates Regulation 53 by providing that the Real Estate Project (Maintenance and Operation of Project Bank Accounts) Directions, 2020, as revised from time to time, shall govern project bank account operations. Further, Regulation 54 has been expanded and renamed as "Real Estate Agent Enrolment, Training, Certification and Statutory Compliance."
• Registered real estate agents are now required to maintain transaction records, including cash books, journals, ledgers, and customer registers, and preserve them for at least five years. Agents shall also submit quarterly transaction reports and employee details to UP RERA within 15 days of the end of each quarter in the prescribed format, failing which a late fee of ₹10,000 will be payable.
• Additionally, agents shall disclose all transactions facilitated since registration at the time of their first filing and continue reporting transactions in subsequent quarterly filings.
