The Government of Uttarakhand on May 22, 2026, issued the Draft Uttarakhand Occupational Safety, Health and Working Conditions Code Rules, 2026.
The following has been stated:-
•The draft rules outline electronic record-keeping parameters, allowing establishments to systematically manage payroll, attendance, leave, and overtime registers via transparent software.
•It provides detailed statutory definitions for critical operational terms, including hazardous waste, home workers, licensing officers, and Major Accident Hazard installations.
•Under these provisions, managers are defined as individuals holding administrative control over an establishment, while "National Standards" align directly with the Bureau of Indian Standards.
•To ensure worker safety, employers must enforce Standard Safe Operating Procedures that comply with international and national building codes, as well as manufacturer instructions for machinery.
•Additionally, the Chief Inspector-cum-Facilitator is authorized to recognize qualified, physically fit individuals up to 70 years of age, or institutions of repute, as "competent persons" to test and inspect specialized equipment like lifts, pressure plants, and ventilation systems.
•These recognized competent entities are required to submit detailed monthly testing and environmental reports to the jurisdictional inspector by the 10th of every month.
•For regulatory compliance, employers must apply for establishment registration electronically through the designated state web portal by uploading identity proofs, address details, and digital signatures.
•Ultimately, the rules establish a clear, structured fee matrix for registration that scales progressively based on the total number of workers employed within the establishment.
Any representations and objections relating to this may be submitted within 45 days.
