The Gujarat Pollution Control Board (GPCB) on June 16, 2026, issued public notice regarding implementation and compliance of the Environment (Construction and Demolition) Waste Management Rules, 2025.
The Ministry of Environment, Forest and Climate Change has notified the Construction and Demolition Waste Management Rules, 2025, which came into force on April 1, 2026. These rules aim to curb environmental pollution arising from construction and demolition activities and promote systematic recycling and reuse of waste materials.
The rules apply to a wide range of stakeholders, including waste generators (individuals undertaking construction or demolition), large producers (projects with built-up area of 20,000 sq. m. or more), contractors, local authorities, waste transporters, and registered recyclers. A key compliance requirement is mandatory online registration on the Central Pollution Control Board (CPCB) portal for major producers, recyclers, and waste facility operators.
Key obligations include segregation of waste at source, adherence to Extended Producer Responsibility (EPR) targets for recycling (rising progressively to 100% by 2028–29), and mandatory use of recycled materials in large construction projects. Waste must not be dumped in open areas and should be handed over only to authorized collection or recycling facilities. Additionally, measures such as dust control, green net covering, and preparation of an Integrated Waste Management Plan are required.
Non-compliance with these rules will attract environmental compensation and legal action under the Environment (Protection) Act, 1986. All stakeholders are advised to ensure strict adherence to the prescribed provisions.
