The Pension Fund Regulatory and Development Authority (PFRDA) on June 16, 2026, notified regarding the Compliance towards 'Government Entity’ Criteria and applicability of the flat charge structure for availing PoP services by such entities.
The following has been stated:
• It has been clarified that Government Entities classified under the National Pension System (NPS) may continue to avail the services of a Point of Presence (PoP) despite the requirement for direct integration with the Central Recordkeeping Agency (CRA) system. The relaxation follows representations from Central Public Sector Enterprises (CPSEs) and other entities, citing operational constraints in implementing full technical integration.
• Under the revised framework, Government Entities opting for PoP services will be required to pay a flat annual charge of ₹500 per subscriber. The charges may either be borne by the organization and paid directly to the PoP or recovered from subscribers through deduction of units from their pension accounts every quarter, depending on the arrangement adopted by the entity.
• The annual fee will cover all PoP-related services, including NPS account opening, subscriber onboarding, contribution uploads and remittance, pension fund and scheme changes, nomination updates, partial withdrawals, grievance handling, and other subscriber transactions. PFRDA has clarified that this fee covers only PoP services and does not include charges payable to other intermediaries within the NPS architecture.
• The circular has come into force with immediate effect.
