Labour ComplianceThe Government of Telangana (GoT), on February 2, 2026, issued a preliminary notification publishing the draft Industrial Relations (Telangana State) Rules, 2026 under Section 99 of the Industrial Relations Code, 2020. The draft rules are intended to replace the existing rules framed under the Trade Unions Act, 1926, the Industrial Employment (Standing Orders) Act, 1946, and the Industrial Disputes Act, 1947, which stand repealed under the Industrial Relations Code, 2020.

The draft rules prescribe a comprehensive framework governing industrial relations in the State, including procedures relating to settlements before Conciliation Officers, constitution and functioning of Works Committees, electronic submission of applications and records, maintenance of registers, and other matters connected with trade unions, industrial establishments, conciliation, and dispute resolution. The rules also provide that settlements reached outside conciliation proceedings may be filed electronically with the Commissioner of Labour and the concerned Conciliation Officer, and recognise electronic modes for submissions under the Code.

The State Government has invited objections and suggestions from the general public and stakeholders on the draft rules within 45 days from the date copies of the notification are made available to the public. Representations may be submitted to the Commissioner of Labour, Telangana, through post or the prescribed email addresses, in the specified format, indicating the rule proposed to be modified, the suggested amendment, and the reasons therefor.
