Chhattisgarh RERA Clarifies Generation, Validity, and Use of Annexure-19 through CGRERA Portal

Industry Specific ComplianceThe Chhattisgarh Real Estate Regulatory Authority (CGRERA) on June 22, 2026, has issued a circular clarifying the generation, validity, utilisation, and submission of Annexure-19 through the CGRERA Portal to ensure uniformity in withdrawal of funds from RERA-designated bank accounts and quarterly compliance reporting.

The following has been stated:

Generation of Annexure-19: Annexure-19 shall be generated only through the CGRERA Portal. Annexure-19, prepared manually or through any other mode, shall not be valid for withdrawal of funds from the RERA-designated account.

Generation and Validity of Annexure-19: Annexure-19 shall be generated before withdrawal of funds and shall remain valid until the certified withdrawal limit is fully utilised. Its validity shall not lapse merely due to the passage of a quarter or financial year.

Requirement of Fresh Annexure-19: A fresh Annexure-19 is required only when the available withdrawal limit under the existing Annexure-19 is exhausted or where a revised certification is required under the Act, Rules, Regulations, or directions issued by the Authority.

Determination of Permissible Withdrawal: For reporting under Point 7 of Annexure-19, promoters shall consider all cumulative withdrawals made from the RERA-designated account up to the last day of the calendar month preceding the month in which Annexure-19 is generated, irrespective of the period covered under Annexure-17, Annexure-18, or actual project cost certified by the Chartered Accountant.

Quarterly Compliance Submission: For quarterly compliance reporting on the CGRERA Portal, promoters shall upload the Annexure-19 actually relied upon and utilised for withdrawal of funds during the relevant quarter.

No Mandatory Quarterly Regeneration: Annexure-19 is not required to be regenerated every quarter solely for the purpose of quarterly compliance submission.

The clarification comes into force with immediate effect and applies to all ongoing and future real estate projects registered with the Chhattisgarh Real Estate Regulatory Authority.
