Labour ComplianceThe Government of Manipur, on June 18, 2026, issued the Draft Manipur Social Security Rules, 2026, under the Code on Social Security, 2020, prescribing the framework for implementation of the Code in the State. The draft rules will be considered after inviting public comments before their final notification.

The following has been stated:

Social Security Organisations: Prescribes the constitution, composition, powers, functions, and administration of the Manipur Unorganised Workers Social Security Board and the Manipur Building and Other Construction Workers' Welfare Board, including creation and management of the Manipur Social Security Fund.

Building and Other Construction Workers: Provides for electronic registration, renewal, and portability of benefits for building workers, issuance of digital identity cards, welfare schemes, utilisation of welfare funds, and cess administration.

Employees' Insurance Court: Prescribes the constitution of the Employees' Insurance Court, procedures for filing applications and appeals, conduct of proceedings, and applicable court fees.

Gratuity: Specifies procedures relating to nomination, gratuity claims, dispute resolution, investment of gratuity payable to minors, and appointment of the competent authority.

Maternity Benefit: Prescribes the appellate authority for appeals against orders passed by the Inspector-cum-Facilitator under the maternity benefit provisions.

Employee's Compensation: Provides procedures relating to funeral expenses, review and commutation of compensation, medical examinations, recording of compensation agreements, appointment of competent authorities, and timelines for disposal of claims.

Social Security and Cess for Building and Other Construction Workers: Prescribes provisions relating to payment of cess, interest on delayed payment, and appeals against assessment orders.

Finance, Accounts, Compliance, and Enforcement: Provides for the administration of funds, maintenance of records and registers, annual returns, powers of Inspector-cum-Facilitators, compounding of offences, and compliance requirements.

Employment Information and Monitoring: Provides for the establishment of Career Centres, reporting of vacancies by employers, and employment information and monitoring mechanisms under the Code.
