Labour ComplianceThe Government of Manipur has published the Draft Industrial Relations (Manipur) Rules, 2026 under the Industrial Relations Code, 2020, prescribing the framework for implementation of the Code in the State. The draft rules set out procedures relating to industrial relations, trade unions, dispute resolution, and labour administration.

The following has been stated:

Bi-Partite Forums: Prescribes the constitution, composition, tenure, and functioning of Works Committees and Grievance Redressal Committees, including procedures for filing and resolving workers' grievances.

Trade Unions: Provides for registration, recognition, subscription, audit, maintenance of funds, amalgamation, annual returns, negotiation rights, utilization of union funds, and recognition of State-level Trade Unions.

Standing Orders: Prescribes procedures for adoption, certification, modification, and maintenance of standing orders, including deemed certification and maintenance of electronic registers.

Notice of Change: Specifies the manner of issuing notice to workers and trade unions before effecting changes in service conditions covered under the Code.

Voluntary Reference of Disputes to Arbitration: Prescribes the form of arbitration agreements, appointment of arbitrators, and representation of workers where no trade union exists.

Mechanism for Resolution of Industrial Disputes: Lays down procedures for conciliation proceedings, adjudication before the Industrial Tribunal, filing of claims, conduct of proceedings, pronouncement of awards, and supply of certified copies.

Strikes and Lock-outs: Prescribes the forms, authorities, and procedures for issuing notices of strikes and lock-outs and reporting such notices to the Labour Department.

Lay-off, Retrenchment and Closure: Specifies procedures for serving notices of retrenchment and closure, re-employment of retrenched workers, applications for permission in specified establishments, and timelines for review of government orders.

Worker Re-Skilling Fund: Provides for contributions by employers, the State Government, and other contributors, and prescribes the mechanism for transfer of re-skilling assistance to retrenched workers.

Offences and Penalties: Prescribes procedures for compounding of offences, representation of employers and workers in proceedings, and electronic submission of statutory forms to the Labour Bureau.
