Labour ComplianceThe Chandigarh Administration, Labour Department, on July 2, 2026, published the draft Industrial Relations (Chandigarh) Rules, 2026 under Section 99 of the Industrial Relations Code, 2020 for public consultation. Stakeholders have been invited to submit objections and suggestions within 30 days from the date of publication of the notification in the Official Gazette, following which the draft rules will be considered for finalisation.

The draft rules provide a comprehensive framework for implementing the Industrial Relations Code, 2020 in the Union Territory of Chandigarh. They prescribe procedures relating to written settlement agreements before Conciliation Officers, constitution and functioning of Works Committees, recognition of trade unions, grievance redressal mechanisms, conciliation proceedings, industrial tribunals, strikes and lock-outs, retrenchment, lay-off, closure, and other matters necessary for operationalising the Code.

Among the key proposals, the draft prescribes the composition and functioning of Works Committees, limiting their membership to a maximum of 12 members with equal or greater representation for workers than employers. It also lays down provisions regarding nomination and election of members, tenure, filling of vacancies, office-bearers, and meeting procedures to facilitate employer-worker cooperation and promote harmonious industrial relations in establishments.
