The Rajasthan State Pollution Control Board (RPCB), on June 2026, issued an order withdrawing its Guidelines for Estimation of Wastewater Generation and Production from Small Scale Textile Industries issued on July 31, 2023, following the directions of the Supreme Court in Suo Motu Writ Petition (Civil) No. 08/2025 – "2 Million Lives at Risk, Contamination in Jojari River, Rajasthan". The Court directed the Board to develop and implement a robust, machinery-based and technology-driven system for accurate determination of wastewater generation in place of the existing estimation-based methodology.
Pursuant to the Supreme Court's directions, the RPCB constituted a Committee comprising Board officials and textile experts to develop the new mechanism. The Committee recommended adopting a machine-based mechanism as an immediate measure, followed by detailed field surveys, stakeholder consultations, and case studies to finalize a validated "Mechanism for Calculation of Wastewater from Textile Processing Activities" for textile processing units.
Accordingly, the RPCB has withdrawn Order No. F.05(Gen-83)RPCB/Text/219-1278 dated July 31, 2023, with immediate effect. Until the validated machinery-based and technology-driven wastewater calculation mechanism is finalized, wastewater generation for textile processing activities shall be calculated in accordance with the principles specified in Annexure-A to the order.
The revised mechanism shall apply to textile processing industries located in Pali, Balotra, and Jodhpur, and the Board will also process Consent to Establish (CTE) and Consent to Operate (CTO) applications based on the revised wastewater calculation methodology prescribed under the order.
