The Skill, Labour, Employment & Entrepreneurship Department, Govt. of Manipur on June 19, 2026, issued the Draft Code on Wages (Manipur) Rules, 2026.
The following has been stated:
• The Government published the Draft Code on Wages (Manipur) Rules, 2026 under Section 67 of the Code on Wages, 2019, superseding the earlier draft notification issued in 2021.
• The draft lays down a comprehensive framework for implementing the Code on Wages in the State, covering minimum wage fixation, skill categorisation (unskilled, semi-skilled, skilled and highly skilled), geographical wage classification (Municipal Corporation, Municipal Council/Nagar Panchayat and Rural areas), working hours, weekly rest, night shifts, payment of wages, authorised deductions, and recovery of advances.
• It also prescribes the methodology for revising the Dearness Allowance (DA) twice a year and adopts wage fixation norms based on the Supreme Court's Reptakos Brett judgment and the 15th Indian Labour Conference recommendations.
• The rules further provide for the constitution and functioning of the State Advisory Board, including its composition, tenure, meetings, quorum, voting procedures, and committees.
• They also establish procedures for claims, appeals, payment of dues, nomination of beneficiaries, maintenance of wage and employee registers, issuance of wage slips, inspection schemes, compounding of offences, and electronic filing of annual returns. Standardised forms, registers, wage slips, and schedules have also been prescribed, along with detailed occupational classifications for various industries and establishments across the State.
The objections or suggestions are invited by August 05, 2026.
