Industry Specific ComplianceThe Directorate General of Civil Aviation (DGCA), on July 2, 2026, issued a public notice announcing the decentralization of selected Flight Crew Licensing (FCL) services under the eGCA platform to the DGCA Headquarters and Regional Offices located in Delhi, Mumbai, Chennai, Kolkata, Hyderabad, and Bengaluru.

The decentralized services include the issuance of Commercial Pilot Licence (CPL-A) with or without Instrument Rating, Flight Radio Telephone Operator's Licence (FRTOL), Restricted FRTOL (FRTOL-R), Flight Instructor Ratings (FIR/AFIR) for aeroplanes and helicopters, and P1/P2 endorsements including extension of aircraft and helicopter ratings on CPLs. Upon successful submission of an application, the eGCA system will auAtomatically notify applicants of the designated DGCA office assigned for processing via registered email and SMS.

Applicants are required to submit complete applications in accordance with the applicable Rules, Civil Aviation Requirements (CARs), Circulars, and user manuals to facilitate timely processing by the assigned office.
