The Government of Haryana on July 14, 2026, notified regarding the Park Developers Scheme under Haryana Registered Vehicle Scrappage & Recycling Facility Incentive Policy, 2024.
The Government of Haryana has introduced the “Park Developers Scheme” under the Haryana Registered Vehicle Scrappage & Recycling Facility Incentive Policy, 2024, with the objective of developing modern and environmentally compliant infrastructure for vehicle scrappage and recycling. The scheme aims to enhance competitiveness of Registered Vehicle Scrapping Facilities (RVSF/RVS&RF), promote private investment, and generate employment opportunities, particularly for local youth.
Under the scheme, Eco Parks/Recycling Parks must be developed over a minimum area ranging from 15 to 50 acres depending on the zone classification, with defined minimum investment and unit requirements. Financial assistance of 10% of the eligible project cost (excluding land), subject to a maximum of INR 20 crore, will be provided in phased instalments linked to project development and operational milestones. Additionally, stamp duty reimbursement of up to 100% is available based on the location category of the project.
The scheme defines key terms such as Fixed Capital Investment, Eligible Project Cost, Developer, and Owner, and outlines the eligibility criteria for park developers. Developers must meet financial thresholds, ensure project execution, obtain necessary approvals, and provide core as well as social infrastructure within the parks. They are also responsible for transparent utilization of incentives, maintenance of facilities, and disclosure of pricing for plots and services.
Overall, the scheme establishes a structured framework to support the development of vehicle scrappage and recycling ecosystems in Haryana through financial incentives, regulatory clarity, and infrastructure support.
