The Government of Arunachal Pradesh on July 21, 2026, issued Standard Operating Procedure and Guidelines for Excise Verification Certificate (EVC) and Import Permit of Bulk Spirit (IPBS) via e-Abkari Portal.
This office order outlines mandatory compliance steps for Excise Officers in-charge of Bottling Plants and jurisdictional Superintendents of Tax, Excise & Narcotics regarding the submission of Excise Verification Certificates (EVC) and the execution of Import Permits of Bulk Spirit (IPBS) through the e-Abkari Portal. Effective from July 27, 2026, the online module standardizes the digital workflow for tracking consignments.
Excise Officers in-charge are required to complete a multi-step digital submission process within 14 days of a consignment's arrival. This includes entering permit and transport details, uploading arrival reports signed by independent witnesses, attaching geo-tagged vehicle photographs, and accounting for any transit losses, short supplies, or trans-shipments with proper documentation (such as Police Reports or Transit Passes).
Following submission, the jurisdictional Superintendent of Tax, Excise & Narcotics must review the application, verify uploaded documents, address any discrepancies by returning deficient applications, and ultimately generate and digitally sign the EVC within the portal to finalize the import process.
