The Labour Department, Govt. of Uttarakhand on April 30, 2026, issued the Draft Uttarakhand Industrial Relation Rules, 2026.
The following has been stated:
• The rules define key expressions such as Code, Section, electronically, Form, and State Government, and provide that terms not specifically defined shall have the same meaning as assigned under the Industrial Relations Code, 2020.
• The draft prescribes the procedure for settlement of industrial disputes, requiring settlements reached during conciliation or otherwise to be executed in the prescribed form and signed by authorised representatives of employers and workers or trade unions. It also provides for submission of settlements to the Labour Commissioner and Conciliation Officer, maintenance of an electronic register of settlements, and recognition of settlements arrived at through mutual negotiations.
• The rules further regulate the constitution and functioning of Works Committees, Grievance Redressal Committees, Trade Unions, Negotiating Unions, and Negotiating Councils, prescribing the procedure for their recognition, elections, meetings, maintenance of records, and communication with employers and workers.
• They also provide detailed procedures for conciliation proceedings, voluntary arbitration, adjudication before Industrial Tribunals, filing of statements of claim, submission of written statements, recording of evidence, examination of witnesses, and registration of settlements. Time limits are prescribed for filing applications, conducting hearings, and disposal of disputes to ensure expeditious resolution.
• In addition, the draft lays down provisions relating to standing orders, including certification, modification, appeal procedures, and maintenance of certified standing orders. It prescribes the procedures for notice of strikes and lock-outs, employer and worker obligations, recovery of dues, maintenance of registers and records, electronic filing of applications and notices, and the various statutory forms required for implementation of the Industrial Relations Code, 2020.
