The Government of Madhya Pradesh on July 20, 2026, issued the Madhya Pradesh Ease of Doing Business Bill, 2026.
The following has been stated:
• The Bill seeks to create a business-friendly regulatory framework by simplifying government approvals, reducing compliance burden, promoting digital governance, and ensuring time-bound delivery of services for businesses and investors. The Bill establishes a structured institutional mechanism to facilitate industrial and commercial activities while improving transparency, accountability, and coordination among government departments.
• The Bill provides for the constitution of a State Investment Promotion Committee and District Investment Promotion Committees to coordinate with various government departments, monitor investment proposals, remove administrative bottlenecks, and facilitate the establishment and expansion of enterprises. These committees are responsible for promoting investment, ensuring inter-departmental coordination, and resolving issues faced by investors in obtaining statutory approvals.
• A key feature of the Bill is the introduction of a single-window system for granting approvals, registrations, licences, permissions, renewals, and other clearances required to establish or operate a business. It mandates that applications be processed through an integrated online platform, enabling businesses to track the status of their applications electronically and reducing the need for physical interaction with government offices.
• The Bill also emphasizes time-bound service delivery, requiring competent authorities to dispose of applications within prescribed timelines. It provides for monitoring of pending applications, accountability of designated officers, and escalation mechanisms to ensure that unnecessary delays do not impede business operations.
• To enhance transparency and regulatory certainty, the Bill encourages digital processing of applications, electronic communication of approvals, standardized procedures, and online availability of relevant information, forms, and regulatory requirements. It also aims to reduce duplication of compliances and streamline inspections through better coordination among departments.
