The Ministry of Ports, Shipping and Waterways (MoPSW) on July 27, 2026, issued the Merchant Shipping (Life-Saving Appliances and Arrangements) Rules, 2026.
Application. —
(1) Unless otherwise expressly provided, these rules shall apply to—
(a) all ships registered in India under the Act, engaged on any voyage; and
(b) all ships other than Indian ships while in coastal waters, the keels of which are laid, or which are at a similar stage of construction, on or after the 1st day of July, 1998.
The rules provide flexibility to the Administration by allowing equivalents and exemptions where alternative fittings or arrangements offer at least the same level of safety. Exemptions may also be granted for ships operating within 20 nautical miles from land, special trade passenger ships (like pilgrim ships) complying with international agreements, or ships undertaking a one-time international voyage under exceptional circumstances.
Ships are classified into various categories based on their type and nature of voyages, including passenger ships (Classes I–VII) and cargo ships (Classes VIII–XII). These classifications distinguish between international, coastal, and fair-weather voyages, and also include special categories like tugs and barges. Existing ships under earlier classifications may continue temporarily, but certain classes are discontinued going forward.
The rules emphasize strict approval, testing, and compliance of life-saving appliances. All such equipment must be approved by the nautical adviser or recognized bodies, comply with the LSA Code, and undergo testing and production checks. Even novel or alternative designs are permitted if they meet equivalent safety standards through proper evaluation and engineering analysis.
Further, the rules mandate operational preparedness and safety procedures on board ships, including training manuals, maintenance instructions, muster lists, and emergency protocols. Crew members must be trained in the use of life-saving equipment, passenger handling during emergencies, and survival techniques. Provision is also made for alternative designs, subject to risk assessment and approval, ensuring innovation without compromising safety standards.
They shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint.
