DC Mandi, Himachal Pradesh Order Prohibiting Sale of Flavoured Smokeless Tobacco Products

Industry Specific ComplianceThe Deputy Commissioner-cum-District Magistrate, Mandi, on July 29, 2026, issued an order under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, prohibiting the storage, transportation, distribution, supply, display for sale, and sale of smokeless tobacco products containing flavouring agents, including "COOL LIP Filter Tobacco," within District Mandi. The order was issued after inspections, seizures, and laboratory analysis indicated the presence of flavouring agents such as menthol that could enhance the product's attractiveness and consumption.

The order directs all wholesalers, distributors, retailers, transporters, and other persons dealing in such products to immediately cease all related activities within the district. It also instructs the Superintendent of Police, Executive Magistrates, Food Safety Officers, and other authorized officials to ensure strict enforcement, while clarifying that the order is in addition to actions that may be taken under the Food Safety and Standards Act, 2006, the Cigarettes and Other Tobacco Products Act, 2003 (COTPA), the Bharatiya Nyaya Sanhita, 2023, and other applicable laws.

The order comes into force with immediate effect and shall remain in force for 60 days from the date of issuance unless modified, rescinded, or extended in accordance with law. Wide publicity and strict implementation have also been directed across the district.
