The Directorate General of Civil Aviation (DGCA) on August 03, 2026, issued the draft amendment to CAR Section 2, Series X, Part VIII, "Requirements for Issue of Aircraft Taxi Authorisation".
The following has been stated:
• The draft applies to all aircraft operators intending to authorise engineering personnel to taxi aircraft and aims to ensure that only qualified and competent individuals perform taxiing operations, thereby enhancing aircraft safety and preventing damage during ground movements.
• It provides that authorisation may be granted to engineering personnel holding a valid CAR-66 AME licence, who have undergone prescribed taxiing training, completed competency assessment by a qualified Training Captain/Instructor, possess or are accompanied by a person with the required radiotelephone (RT) qualification, and are familiar with aerodrome layout, markings, ATC procedures, and operational requirements.
• The authorisation remains valid for one year, is restricted to the specified airport, and may be renewed subject to prescribed licence validity, operational experience, refresher training, and reassessment requirements.
• The draft also requires prompt reporting of any aircraft or aerodrome damage occurring during taxiing operations and maintenance of records relating to licences, training, assessments, and issued authorisations by the operator.
• Comments/suggestions on the proposed amendment may be sent by September 03, 2026.
