The Bihar Legislature, on July 21, 2026, introduced the Bihar Medical (Amendment) Bill, 2026 to amend the Bihar and Orissa Medical Act, 1916. The Bill seeks to facilitate the practice of medicine in Bihar by allowing doctors whose names are validly registered in the National Medical Register (NMR) or the State Medical Register of any other State to practise in Bihar based on self-certification, without obtaining fresh State registration or a No Objection Certificate (NOC) from their previous State Medical Council.
The Bill proposes amendments to the definition of "Registered Medical Practitioner", introduces the concept of self-certification, and inserts a new Section 17A to establish a self-certification-based registration mechanism. Under the proposed provisions, the Bihar Medical Council will maintain a register of practitioners practising in the State through self-certification and will have the authority to suspend the right to practise in Bihar in cases of professional misconduct, while informing the concerned State Medical Council or the National Medical Commission (NMC). The Bill also empowers the State Government to prescribe the form, procedure, and administrative framework for self-certification by medical practitioners registered outside Bihar.
The Statement of Objects and Reasons states that the amendments are intended to implement the Business Reforms Action Plan (BRAP), 2024 of the Department for Promotion of Industry and Internal Trade (DPIIT) by removing regulatory barriers for registered medical practitioners seeking to practise in Bihar. The Bill also repeals the Bihar Medical (Amendment) Ordinance, 2026 (Ordinance No. 03 of 2026), while saving actions taken under the Ordinance.
