The Goa State Pollution Control Board (GSPCB), on June 3, 2026, issued a public notice informing stakeholders that the Solid Waste Management Rules, 2026 (SWMR, 2026) notified by the Ministry of Environment, Forest and Climate Change (MoEFCC) came into force on April 1, 2026. The notice highlights the applicability of the Rules to Bulk Waste Generators (BWGs), including specified institutional, commercial, and residential establishments.
The notice outlines the key compliance obligations for BWGs, including mandatory registration on the central portal, filing of annual returns by June 30, segregation of waste into four streams (wet, dry, sanitary, and special care waste), decentralized processing of wet waste or procurement of Extended Bulk Waste Generator Responsibility (EBWGR) certificates, and engagement only with authorised waste handlers.
The GSPCB has also referred to the Supreme Court's order dated May 5, 2026 in Civil Appeal No. 6174/2023, directing District Collectors to constitute special cells for implementation of the SWMR, 2026 and to take enforcement action, including disconnection of water and electricity, against BWGs that fail to comply with the Rules. The Board has advised all concerned stakeholders to ensure timely compliance with the new regulatory requirements.
