The Government of Punjab on August 03, 2026, issued the Punjab Common Infrastructure (Regulation and Maintenance) Amendment Bill, 2026, to amend the Punjab Common Infrastructure (Regulation and Maintenance) Act, 2012.
The following has been stated: -
•The Punjab Common Infrastructure (Regulation and Maintenance) Amendment Act, 2026 proposes comprehensive reforms to improve the management, maintenance, and financial sustainability of common infrastructure in industrial areas across the state.
•It expands the Act's applicability to additional industrial areas and clusters, strengthens the role of Special Purpose Vehicles (SPVs), and establishes a District Monitoring Authority for oversight and dispute resolution.
•The amendment introduces a structured mechanism for collection and utilization of service charges through electricity bills for maintaining shared infrastructure such as roads, parks, streetlights, and drainage.
•It also enhances governance, accountability, and environmental compliance of SPVs while empowering the State Government to frame rules and ensure effective implementation of the Act.
