The Government of Manipur on August 11, 2026, proposed the Manipur Legal Metrology (Government Approved Test Centre) Rules, 2026 under the Legal Metrology Act, 2009, to establish a framework for Government Approved Test Centres for verification of weights and measures. The draft follows the Compliance Reduction and Deregulation Phase-II recommendation to promote self-declaration and third-party certification for low-risk and other categories of weights and measures.
The draft provides that approved test centres will verify specified weights and measures, maintain prescribed standards and equipment, employ technically qualified personnel, and issue certificates of verification. Applications for recognition are to be made to the Controller, Legal Metrology, with approval granted by the competent authority initially for one year and subsequently renewable for up to five years.
The Rules prescribe duties relating to independent operation, maintenance of testing records, grievance redressal, protection of verification stamps and completion of verification within fifteen days. Test centres must retain verification records for five calendar years and may operate within their authorised premises or the concerned district.
Suggestions or objections may be submitted to the Commissioner (CAF&PD), Government of Manipur, within 15 days from the date the Gazette notification is made available to the public.
