The Government of Uttar Pradesh on July 15, 2026, published the draft Uttar Pradesh Legal Metrology (Enforcement) (Second Amendment) Rules, 2026, proposing amendments to the Uttar Pradesh Legal Metrology (Enforcement) Rules, 2011. The draft seeks to replace the existing licensing framework with a lifetime registration certificate system, introduce new categories of dealers and strengthen annual compliance requirements.
The following has been stated:
New definitions: Introduces definitions for improvement notice, hawker, retailer, wholesaler, and intermediary, distinguishing B2C and B2B activities.
Licence replaced by registration: References to licences are replaced with registration certificates for manufacturers, repairers and dealers. Registration certificates will be valid for the lifetime of the business entity and will not require periodic renewal.
Annual return: Every registered manufacturer, repairer and dealer must file an annual return in Form RC-AR by April 30 each year, covering activities such as production, sales, repairs and changes in registration particulars. Failure to file is an offence.
Suspension/revocation: Suspension and revocation of registration certificates will be governed by Sections 15(6) and 15(7) of the Legal Metrology Act, 2009, as amended by the Jan Vishwas (Amendment of Provisions) Act, 2026.
Penalty: Contraventions for which no separate punishment is prescribed may attract a penalty of up to ₹1 lakh. Such offences are also stated to be compoundable under Section 48 of the Act.
Conversion of existing licences: Existing valid licences will be deemed to be registration certificates for their remaining validity period. Holders can voluntarily convert them into lifetime registration certificates by paying the prescribed conversion fee.
Mandatory conversion after expiry: Where voluntary conversion is not undertaken, the holder must apply for conversion within 60 days after expiry, with a possible extension of up to 90 additional days on sufficient cause.
No fresh inspection: Conversion into a lifetime registration certificate will not require fresh inspection or verification of premises.
Renewal forms removed: Existing renewal forms LM-2, LR-2 and LD-2 are omitted and replaced by Form RC-Conv for conversion to lifetime registration.
