The Government of Uttar Pradesh, on June 5, 2026, notified the Uttar Pradesh Krishi Utpadan Mandi (Thirty-First Amendment) Rules, 2026, amending the Uttar Pradesh Krishi Utpadan Mandi Niyamawali, 1965 under Section 40(1) of the Uttar Pradesh Krishi Utpadan Mandi Adhiniyam, 1964. The amendment primarily modifies Rule 66-A relating to user charges on non-specified agricultural produce.
Under the amended Rule 66-A, the existing provisions requiring traders dealing in non-specified agricultural produce to pay user charges, including liability retrospectively from May 11, 2020, continue. A new proviso empowers the State Government to exempt any non-specified agricultural produce from user charges, where considered necessary or expedient in the public interest, subject to conditions determined from time to time.
The Rules also amend Rule 96(3) and (4) concerning approval and signing of cheques by Market Committees. The fixed ₹1,000 threshold has been replaced with such amount as may be determined by the State Government, thereby allowing the Government to prescribe the monetary limit for bills that may be passed by the Secretary and cheques that may be signed by the Secretary. The Rules come into force from their publication in the Official Gazette.
