The Government of Uttar Pradesh, on July 17, 2026, promulgated the Uttar Pradesh Private Universities (Fifth Amendment) Ordinance, 2026 under Article 213(1) of the Constitution, further amending the Uttar Pradesh Private Universities Act, 2019. The Ordinance has been issued as the State Legislature was not in session and the Governor considered immediate action necessary. It comes into force from the date of its publication in the Official Gazette.
The Ordinance amends Schedule-2 of the Uttar Pradesh Private Universities Act, 2019 by inserting Serial No. 56, thereby recognising Thakur Yugraj Singh University, Fatehpur, Uttar Pradesh, with Anglo Sanskrit College, Fatehpur as its sponsoring body. This formally adds the University to the Schedule of private universities under the principal Act.
The Ordinance further empowers the State Government to issue orders for removing difficulties relating to the establishment of Thakur Yugraj Singh University by adapting, modifying, adding to or omitting provisions of the principal Act, for a specified period. However, no such order may be made after two years from the commencement of the Ordinance, and every such order must be laid before both Houses of the State Legislature.
