Directions for Controlling Emissions from Diesel Generator (DG) Sets

EHS ComplianceThe Meghalaya State Pollution Control Board (MSPCB) on August 07, 2026, issued directions for Controlling Emissions from Diesel Generator (DG) Sets.

The following has been stated:

• It has directed all DG-set operators within Meghalaya to take measures for controlling air pollution from DG sets, pursuant to the National Green Tribunal’s order dated August 6, 2019 in OA No. 681/2018 and the National Clean Air Programme (NCAP). The directions recognise DG sets as a significant source of urban air pollution and require reduction of particulate matter (PM) emissions through emission-control measures.

• For in-use DG sets up to 800 KW capacity that are more than five years old, operators are required to adopt any of the prescribed alternatives: (i) install a CPCB-certified Retrofit Emission Control Device (RECD) having at least 70% particulate matter capture efficiency, from approved manufacturers; (ii) shift to gas-based generators; or (iii) shift to DG sets complying with the emission norms under G.S.R. 804(E) dated November 3, 2022. The RECD requirement applies up to the useful life of the DG set, stated as 15 years from the date of manufacture or 50,000 operating hours, whichever is earlier.

• For DG sets above 800 KW, operators may adopt suitable Air Pollution Control Devices, subject to compliance with the applicable emission standards notified under G.S.R. 489(E) dated July 9, 2002. Further, DG sets of 1,000 KVA and above will be regulated under the Consent regime in accordance with the Air (Prevention and Control of Pollution) Act, 1981.

• The directions are based on the CPCB’s “System and Procedures for Emission Compliance Testing of RECD for Diesel Power Generating Set Engines up to Gross Mechanical Power of 800 KW” dated February 1, 2022, which provides the certification framework for RECDs. Operators are therefore required to use only RECDs certified in accordance with CPCB requirements.
